Estonian Defence Forces

The Estonian Defence Forces is structured according to the principle of a reserve force which means that the main part of the defence forces of the state are units in the reserve. More than 4000 persons are in permanent readiness which in turn is part of EDF’s rapid response readiness (ca 29 000 persons altogether). In total, Estonian Defence Forces comprises of about 230 000 persons who are enrolled in mobilisation register.

Land Forces

The Estonian Land Forces are the main arm of the Defence Forces.

Development priorities for the Land Forces are the capability to participate in missions outside the national territory and the capability to perform operations to protect the territory of Estonia, also in co-operation with the Allies.

Estonian Navy’s duty is to protect the territorial waters of Estonia. In case of crisis, Navy defends harbour areas, sea lines of communication and by-sea approaches to the coastline. Co-operation with allied units will be done if deemed to be necessary.

English language testing in the Estonian Defence Forces

There are two English language tests available for the personnel of the Estonian Defence Forces and the Defence League – American Language Course Placement Test (ALCPT) and general proficiency examination based on STANAG 6001 level descriptors. NATO Standardization Agreement STANAG 6001 Language Proficiency Levels was implemented in the EDF on 01 February 2008 (Order No 27 of the Commander of the Defence Forces, 30 January 2008).

STANAG 6001 describes language proficiency on a scale from 0 to 5. The exam administered in Estonia is a bi-level exam for levels 2 and 3.

The scores of the ALCPTest are used to place students in appropriate language courses and to determine whether the person is eligible to sit STANAG 6001 examination. STANAG 6001 examination is used to assess whether a person has sufficient proficiency in English to fill a particular position.

Due to the different nature of the tests, the results are valid for different time periods: ALCPTest result for 6 months and STANAG 6001 certificate for 4 years.

STANAG 6001 examination is conducted by the Language Testing Group of the Estonian Military Academy. ALCPTest is administered by the Language Testing Group and language teachers.
