Snap exercise Okas 25-2

Based on the September 18, 2025 decision by the Government of the Republic of Estonia, Estonian Defence Forces is conducting a snap exercise (SNAPEX) OKAS 25-2 (QUILL 25-2) from 19th September to 5th October , 2025 in order to test combat readiness of its reserve units.

SNAPEX Okas 25-2 is a non-offensive military exercise scheduled for 2025. For SNAPEX Okas 25-2, reservists from subunits of Engineer Battalion (2. Infantry Brigade, Estonian Division), Air Defence Battery (Estonian Division), and Artillery Regiment (Estonian Division) are called to service. The aim of the exercise is to train their war time procedures.

Exercise Okas (Quill) is a routine no-notice exercise that is preplanned in advance but unexpected to its participants, assigned reservists are ordered to report to duty in short notice. 

One of the objectives of organizing the Okas 25-2 snap exercise is to check the functioning of the national defence chain of command, from the decisions made by the Government of the Republic of Estonia to the assembly of reserve forces in the rapid response structure, as well as to evaluate units and check their combat readiness.

As part of the snap exercise, the combat readiness of reserve and active duty soldiers from the aforementioned units will be evaluated, in accordance with the unit’s combat readiness plan and the fulfillment of initial combat tasks.

Snap exercise Okas is a routine exercise whitch have been organized since 2016. Last SNAPEX was organized in April this year (Okas 25-1) and December last year (Okas 24-2). 

Conducting the exercise is not related to changes in the security environment or other security related events.

The Estonian Defence Forces also regularly call up reservists to larger and smaller exercises, such as Siil (Hedgehog) and Kevadtorm (Spring Storm), with a longer, 120-day notice.


The exercise is conducted in full compliance with OSCE confidence and security building measures. The troops and equipment for the exercise amount below the notification and observation threshold of OSCE’s Vienna Document. However, Estonia is informing Allies, NATO, EU, OSCE and all countries in the Baltic Sea region of the exercise.
